I challenge your answer :)
You think the correct number is 11, but I believe the true answer is 15. Your directions say how many squares can you create. Once you've created all the possible 'main squares', there are 4 smaller squares that are naturally created due to the cross-connects - these should count as well (unless you get more specific in the rules). Great puzzle!
I clarify the rules ;)
I commend your creativity, despite your inclination to misinterpret the rules to your own advantage - though you are still awarded 4 bonus points* for challenging the system with an irrefutable solution based on the state of the rules at the time the solution was presented.
*Bonus points valid previous to rule modification on 5-7-08 only. See developer for details. Void where prohibited. Some restrictions apply. Actual value = 1/99999 of a cent. Developer not responsible for lost or damaged bonus points. Keep bonus points in a safe, dry place, & out of direct sunlight. Bonus points currently not redeemable. This offer not valid within the U.S.
